What we are seeing in the the UK is that for various reasons, energy use in /by homes is going up, despite increases in end -use effciency, but net emissions are not rising since some of the electricity used now comes from ( cleaner) gas burning. But theres not much room for more gains like that unless we learn to get moving with renewabes ! The situaition in the US is different- they dont use so much gas for home heating or electricity generation and emissions are rising . But Im told California has done much better since it has stricter efficiency standards.
